I am wondering how were the windshield wiper transmission arms finished?

Black Chromate which is a inexpensive immersion protective coating very similar to black oxide. At least based on the NOS ones that I own. For those not familiar with the look it has the visual iridescent change that we are used to seeing in Gold Chromate or Zinc Dichromate (gold) but with Black or dark gray being the main color instead of gold .

As a substitute and If applied correctly Black oxide which most find easier to source would probably do in a pinch and what with being hard to see through the cowl vent would hardly be noticeable as different IMO.
