Title: 1970 cougar bumper arm

Working on a 70 cougar and wondering why the bumper arm has a plate (shim) welded to the inside of arm on the 2 bolt holes that bolt to the body so is that a running change or why are the shims there as not on 70 mustang bumper arms and not on 69 cougar arms?

Nos 70 cougar bumper arm on ebay. dowy  and u can see the added shim plates and i see them on used 70 arms as well as 69-70 arms will work BUT a factory 70 arm has the small square hole on the end to hold the rubber pad that rubs the valance panel.
