Title: Alternator bolt question

In a 65/289 alternator bolt kit there are three bolts the long one and two short ones and there are only two washers.  One larger in diameter and one smaller.  Which bolt does the smaller washer go on.  I would guess that the larger flat washer goes on the bolt that adjusts the belt tension.  Does the smaller one go on the long bolt or the shortbolt that goes through the bracket into the water pump.

The washer and lock nut go on the lower adjustment bolt.
