Same part both years?
No . There is a early+ late 67 Shelby version . 68 is all on it's own with it being shared with the CA Special.

What are the differences between an early '67 and later tail panel?
One style is more flat on the lens side and utilized a different size taillight box on the trunk side . It also did not overlap the sheet metal trunk lip.it was prone to sag in that area.  The later style has a contour which allows the lens to protrude out some and used a shallower tail light box for more room in the trunk most likely to help accommodate the large diameter  E 70 15 spare on the trunk side and the fiberglass overlaps the sheet metal trunk lip and is secured with some black anodized rivets .
