Title: engine guage harness clips painted ?

On a 68 1/2 San Jose car built june 68 428 cj would the engine guage harness clips that attach to the valve cover have been painted blue ?

Believe the answer is no since they would not have been installed (along with the valve cover bolts) when the engine was painted
