Title: 1969 428 CJ exhaust bolt question.

I ordered a set of exhaust manifold bolts for my engine build.  The bolts themselves have little washer-like (flanges?) attached to the heads, but they also came with a set of lock-type washers.  My engine builder thinks the "extra" lock washers should not be used.  What is correct?

Originals only had ramp lock (thingies)
