I doubt a picture will help as much as the assembly manual, I'm looking at the page right now. Items 4 are the right and left brackets, items 5 are the two bumper guards. The item numbers are also the assembly steps, and include attaching hardware required. Mixed in is any sealant required, I like 3M8578 strip caulk, to act as a sound deadener.

In this Forum's Library section, you will find several topics that might help: Mustang Hardware Spreadsheet 64-66,  sorted by application and by part number; FINISH CODES, Short List. Browse away.

Jim's spreadsheet should confirm but I think you need the bolts with the star washer like the fender bolts used on the bottom of the bumper guards.  Are those your original ones?  Can you see any teeth marks?

Not real clear shots but it appears the lower mounting bolt used a flat (wave/bump) washer.

Couple more supporting pictures of the attaching bracket and hardware

NOTE: Updated the title to reflect the year and plant of the OP's request
