67 Clutch Release Lever Retracting Spring Bracket

What finish is the C7ZZ-7542-A, clutch lever retracting spring bracket?
It's the highlighted item in the pic, attached to the firewall under the master cylinder.
It retains a spring connected to the Z bar.

From what I can see while removing the semi-gloss the PO hosed on the firewall, it appears to be bare steel.

Is it?

appears to show sealant on the bracket, not paint.
Note how the black on the bottom of the bracket continues onto the firewall as the same color/hue.

Do I have this right?

I have found small amounts of sealer used to apparently moisture seal the e brake mechanism to the firewall so it is understandable how the bracket in the case of a manual trans car may have some under the bracket that attaches to the same e brake nuts . I have mostly found the brackets bare steel however I have also found some that appeared that they were originally painted black.
