Solved! The bolt (304759-S2) and nut (34443-S7) are documented in the 67 Chassis Assembly Manual (AM0020) page 43. I'll expand tomorrow.

The above apply to 68 and earlier Mustangs with power steering.
For the 1969 application, the correct hardware is: bolt, 383400-S100, 5/16-18 X 1 1/2 in L, 1.0 in thd L (no grade listed, -S100 specified on drawing, probably red); nut, 382634-S100, 5/16-18 Hex 1/2 drive, 0.292-0.302 in thk, GR 5 (-S100 specified on drawing, probably red); shown in AM0030 pg 74 (section D-D, upper RH corner).
If you do not have a copy of the Mustang Assembly Manuals for your year car, I strongly suggest you get a set.

Good, I didn't wish to chase mine down (though car currently sits on a lift, mostly assembled) but I KNEW without a doubt, it was 5/16" too. I just assembled this area a few months back and paid very close attention to the Assembly manual on that detail and was clear it was 5/16"-24.

To recap:
The bolt, nut and washer shown in the 60-68 Ford Car Parts (aka MPC) and the 75 edition are incorrect (SEC37 pg12 under part number 3A730, Valve Assy, and ILL 35 pg32 - REF P-4180). These are 3/8 inch hardware, the correct size is 5/16 inch.
For 1969 and 70, the bolt is 383400-S100 and the nut is 382634-S100. They quite possibly have a red dye. They are documented in their respective Mustang Chassis Assembly manuals. No washer is used.
For 1977 and 68, the bolt is 304759-S2 and nut is 34443-S7. They are documented in their respective Mustang Chassis Assembly manuals. No washer is used.
For 1964, 65 and 66 V-8 engines only, the bolt "may" be 304759-S2 and nut "may" be 34443-S7. They are NOT documented in the 64/65 Mustang Chassis Assembly manuals. The 67/68 hardware is assumed. No washer is used.
