Steering Column Lockout Rod Bushing

I want to install the lockout rod bushing that goes in the lever on the steering column, and need to know which way this bushing is installed.
Is the flange side on the upper side of the lever or the lower side of the lever. In the pictures I have seen including on the DNO website the bushing flange is on the lower side of the lever, but this does not seem to make sense as the lockout rod flange goes in from the upper side and I would assume it would mate with the flange on the bushing, meaning the bushing should be installed with its flange on the upper side of the column lever??

Here are a few more - All Dearborn of course. Bushing was greenish in color

Thanks Jeff, yes I see that they all do have the bushing inserted from the bottom and the rod from the top.
Seems a bit odd but I am guessing that the bushing flange is used to have a larger surface for the clip pin to ride against as there is no washer between the clip pin and the bushing.
I have since also done a check in the Osborne chassis assembly manual and it also shows the bushing inserted from the bottom.

I don't even try explaining why engineers choose certain methods and other details. Would be  nice IMHO to understand the reason my task is just to duplicate what they and the workers did
