I would guess that the dash support that has the bearing surface for the pedal shaft is worn. Replacements and repairers are available.   You will find good drawings in the 68 Ford assembly manual and shop manual.

The brake pedal / steering column support can't be seen or easily worked on without removing the steering column first. Once you do that it's all very easy to see and repair. Replacement shaft and bearing kits are available from several sources and are not terribly expensive.

Power brakes or manual (the pivot is in a different place for each)?

Automatic or stick shift (the stick version has a large spring)?

If the 68 Service Manual is as detailed as my 66 Manual is, you will find what you need there.
You will find good drawings in the 68 Ford assembly manual and shop manual.
I'm not the only advocate of a good book when needed.

I've seen people try to do this insitu and take out the clutch spring while the bracket is installed.
The assy manual doesn't tell you how to do this.
The shop manual does but that's like telling people to read the IKEA manual.
