I know this is an older thread, but to keep information together and shed light on the question of which cars may have received a sound absorber on the fuel tank, the Interior Factory Assembly Manuals seem to distinguish it by body style rather than interior trim level.
The 1964.5, 1965 and 1966 Interior Factory Assembly Manuals each show a fuel tank "sound absorber" in convertible models. The 1966 Interior FAM also shows them in fastbacks, as detailed below. I don't have any later year manuals to check.
In 1964.5 (p.24) and 1965 (p.46) Interior Assembly Manuals, a drawing titled "Luggage Compartment Sound Absorber --Model C4ZB-76--" shows a fuel tank sound "absorber" secured with adhesive for Model 76 cars (convertibles). The same drawing is used in both editions and dated 9-27-63.
In the 1966 (p.46) Interior Assembly Manual, the drawing is more crowded with 3 views but shows fuel tank sound "absorber" for Model 63 and Model 76 (fastbacks and convertibles) in separate views for each model.
Drawing Note 6 for the fuel tank sound absorber says "(C4ZB-7646402-A) ABSORBER - LUGGAGE COMPARTMENT FLOOR CENTER SOUND, FOR MODELS 63-76, SECURED WITH"[...]"ADHESIVE".
It seems clear from the views in the drawing that only models 63 and 76 have this fuel tank sound absorber, so perhaps the dash in "MODELS 63-76" in Note 6 was a typo and not meant to include any other model, like Model 65 (coupe).
The view for Model 65 (coupe) and Note 7 on that same page shows a "sound deadener" that's only for Model 65 (coupes) (C6ZB-651168). It is shown on the elevated trunk floor, closer to the back seat floor area. No mention of adhesive with it.
