Where can I obtains 4 inch piece of sheath over the license plate wiring on exterior of 65 Mustang born on Oct 8, 1964 in Dearboarn

If I'm not mistaken I used the tar coated piece that comes on the oil sender wire or one of the wires in the engine compartment that had it. I had to cut the license plate wire, slip the sheath over  and then reconnect the wire at a point where the sheath covered my connection. When I was judged at the MCA National, I did not loose any points for it, so I must have done it right!

Search ebay for 'wire loom asphalt'... bunch of stuff comes up. 

Best way to do those license plate lights is to get the correct terminal end, cut the wire at the tip, put the sheath on and then crimp a new end on.

That's not the way. Push the lead thru the socket, clip the button contact off and pull the lead out thru the rubber boot. Save the contact. The lead insulation may be fused to the inside of the boot, and be careful of the insulator and spring popping out. You can now replace the wire cover and shove the lead back into the rubber boot, replace the spring and insulator, and solder the button contact back onto the lead. I prefer to use new contacts but you can reuse the old ones.

Guys,
Just like to report that yesterday I decided to finally try to do this, after reading through this a few days ago. My results, per your guidance, was nothing short of outstanding. I cut off a 7" length of sheathing material I've had tucked away, for maybe the better part of 2 years, took my time with un-soldering/re-soldering the little aluminum contact at the end of the wire and it lit up first try, no issues. Happy camper. Thank you!

Ok, these weren't too bad for a "hurry-up-and-get-home-before-the-sun-sinks-below-the-trees" sorta deal...
Had to get my glass of Napa County wine tonight going too, in a lot of folks' honor right now, as well.
First shot is the over-all assembly, apart, with 7 inches of wire sheath installed (6" are left so it's a generous length they give you).
Second shot is a close-up of the connection contact, my incredibly pedestrian solder job and then lastly, shot of the illuminated plate.
And yes, before anyone starts in on me, we "ride a White Horse"...
