Front fender bottom fender nut attachment

I was wondering if anyone can tell me how the threaded nut attaches to the bottom of the cowl /rocker area for a front fender. I have the correct style and thought it just snapped in but it isn't that easy.

The tabs go inside the body, nut fills the hole. Insert the nut & rotate it so the tabs hod it in.
